Single Source Procurement: STD Center of Excellence

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source Procurement to temporarily extend contract C024657 with Montefiore Medical Center. The STD Center of Excellence provides a state-of-the-art, hands-on, clinical training program for the diagnosis, management and treatment of sexually transmitted diseases (STD). Clinical training programs are designed for a diverse group of health care professionals including physician's assistants, nurses, nurse practitioners, medical students, medical technicians, and armed service medics. On an annual basis, the STD Center of Excellence provides approximately twelve, 3-day clinical training courses that include didactic and clinical skills-based training interacting with patients.

Montefiore Medical Center was awarded a contract as a result of the competitive procurement process. This is a two-month extension of the contract under the same terms, conditions, and pricing authorized under the existing contract. The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
