Single Source Procurement: Syphilis Elimination Project Targeting MSM

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

There are continuing high rates of HIV and STD transmission among Gay Men/Men of Color Who Have Sex with Men (MSM) in New York State. To address the impact of HIV/STD in these communities, the NYSDOH AIDS Institute funds this program to support a multi-faceted response which addresses the HIV/STD prevention needs of the target populations. The overall goal of this program is to increase access to high quality HIV/STD prevention and related services for Gay Men/MSM of color in communities in New York State most affected by HIV and STD transmission.

The goals of the program are to:

  • establish a comprehensive HIV/STD prevention and support services program in Brooklyn serving Gay Men/MSM of color;
  • establish community-based HIV/STD prevention programs serving young Gay Men/MSM of color in communities in New York State most impacted by HIV and STD transmission;
  • enhance syphilis elimination activities targeting Gay Men/MSM in areas outside of New York City.

The New York State Department of Health AIDS Institute has requested a 2-month extension on contracts funded under the Syphilis Elimination portion of the HIV/STD Prevention Services targeting Young People and MSM Initiatives. Previously, the department requested and was granted a 2-month extension for the other contracts funded under these initiatives. An additional 2 months is needed due to a delay in the re-solicitation of this funding.

This extension is to extend currently approved programs through 2/29/16 to ensure there is no gap in STD/HIV prevention services to this high-need population. The delay in re-procurement was due to the implementation of the Governor's Initiative to end the AIDS Epidemic. Part of this new initiative included the formation of a Governor's task force to make recommendations. This task force's recommendations needed to be considered and included in this solicitation resulting in a 9-month delay in the re-procurement process.

This is a two month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
