Single Source Procurement: Nurse Family Partnership (NFP) Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The Department of Health (DOH) Bureau of Women, Infant and Adolescent Health (BWIAH) is re-allocating $625,000 of existing funding which were relinquished by the termination of Morris Heights Health Center to two new vendors from the "Maternal and Infant Health Initiatives Approved but Not Funded" list.

Based on the "Approved but Not Funded" list, we are awarding Public Health Solutions, $325,000 per year to serve families in Queens and award The Society for the Protection and Care of Children, $300,000 per year to serve families in Monroe County for a 1 year Term of 10/1/2017 – 9/30/2018.

The Bureau of Women, Infant and Adolescent Health (BWIAH) currently supports six (6) contracts for eight Nurse-Family Partnership (NFP) programs that were competitively procured. NFP is an evidence-based home visiting program that improves the health, well-being and self-sufficiency of low-income, first-time mothers and their children.

Through a memorandum of understanding with the Office of Children and Family Services, DOH supports 10 Healthy Family New York (HFNY) contracts for nine programs. HFNY is an evidence-based home visiting program that improves health and self-sufficiency of low-income families and children and decreases the risk of child abuse.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a 12 month assignment of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). This single source contract assignment will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
