Single Source Procurement: Training services for local Departments of Social Services (LDSS) and enrollment assistors for NY State of Health.

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs (OHIP), Division of Eligibility and Marketplace Integration (DEMI) has made a determination to issue a Single Source Procurement to Maximus Health Services, Inc. The contract provides training services for local Departments of Social Services (LDSS) and enrollment assistors for NY State of Health. The Department requested that Maximus revise its original cost proposal to reflect the funding reduction previously discussed and to develop a virtual training deliverable price. Maximus revised the original full and half-day in person training sessions by isolating travel related costs related to staff travel (mileage, lodging and meals) and the costs associated with rental of conference room space when training is not conducted at a Maximus Facility. The Department deems these assumptions and cost reductions to be reasonable.
