Single Source Procurement: Comprehensive Care Centers for Eating Disorders (CCCED) Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Comprehensive Care Centers for Eating Disorders (CCCED) Program has made a determination to issue a Single Source Procurement to three eligible grantees to support ongoing currently funded projects.

An estimated 20 million women and 10 million men suffer from a clinically significant eating disorder, or eating disorders not otherwise specified. Recognizing the need across the state for treatment centers for patients struggling with eating disorders, the New York State Department of Health (DOH) developed guidelines for the development of CCCEDs, resulting from Senate Bill S05646, signed into law on June 21, 2004.

This legislation, with subsequent grant funding, allowed for development of formal collaborations necessary to ensure that eating disorder patients receive a comprehensive range of services. Public health law “provides for the establishment and provision for the public identification of comprehensive care centers for eating disorders and directs the commissioner of health to facilitate the development and state identification of such centers.”

The goal is to establish a seamless continuum of care, ranging from acute medication interventions, psychological services, support for patients and families struggling with eating disorders, and education of physicians, psychologists, dietitians, teachers, and coaches about the need for early identification and intervention in individuals with eating disorders. The CCCED program provides or arranges for a full continuum of care for eating disorder treatment.
