The purpose of this General Information System (GIS) message is to inform local departments of social services that a disability certification by the State Disability Review Team for the Medicaid Buy-In for Working People with Disabilities (MBI-WPD) program may be used as proof of disability for the purpose of establishing an exception trust. This applies to recipients under the age of 65.

Recipients on the MBI-WPD program, who wish to establish eligibility for an exception trust before turning 65 years of age, may have their disability certified using their MBI-WPD disability certificate.

NOTE: MBI-WPD eligibility and the MBI-WPD disability certification end at the end of the month in which the individual turns 65 years of age. After the month in which the MBI-WPD recipient turns 65 years of age, in order for the individual to continue to be certified disabled for exception trust purposes, an SSI-related disability determination must be performed.
