    • Fully document impact of DSRIP
      • Health care service delivery
      • Health improvements
      • Cost to Medicaid program
      • Determine successful or significantly challenging program components re: DSRIP implementation/outcomes

  1. To what extent did PPS achieve health care system transformation?
  2. Did health care quality improve?
  3. Did population health improve?
  4. Did utilization of behavioral health care services increase?
  5. Was avoidable hospital use reduced?
  6. Were health care costs reduced?
  7. What were successes and challenges, and why? (perspective of DSRIP planners, administrators & providers)
