New York State Releases DSRIP Stories of Meaningful Change in Patient Health

Storybook highlights transformative change in healthcare across New York State

Albany, N.Y. (January 30, 2019) - The New York State Department of Health today announced the release of a compendium of stories highlighting transformative care through New York's Delivery System Reform Incentive Payment Program, or DSRIP. The story book, which details fifteen examples of meaningful change in patient health, highlights successes in improving outcomes by putting the needs of the patient at the forefront of healthcare transformation.

"Over the past four years, DSRIP has reduced preventable hospital admissions by 17 percent,resulting in considerable savings for the State's Medicaid program," said New York State Health Commissioner Dr. Howard A. Zucker. "Under Governor Cuomo's leadership, New York has consistently lead the nation in implementing reforms to improve efficiency and outcomes for Medicaid members across the State."

In April 2014, New York finalized an agreement with the federal government for a groundbreaking waiver which allowed New York to reinvest $8 billion in federal savings generated by Medicaid Redesign Team (MRT) reforms. DSRIP, which was established to help improve outcomes and reduce avoidable hospital use by 25 percent, has made considerable progress towards that goal over the last four years.

A cornerstone of DSRIP, health and social care providers across New York formed collaborative networks called Performing Provider Systems (PPS) to implement innovative projects focused on system transformation, clinical improvement, and population health improvement. Working with local partners such as hospitals, healthcare providers, and community-based organizations, DSRIP PPS have promoted community-level collaborations and have implemented creative solutions to improve the lives of the Medicaid members they serve.

"DSRIP is about putting patients back at the center of the healthcare system in New York," said New York State Medicaid Director, Donna Frescatore. "The DSRIP story book demonstrates that improving patient outcomes and keeping members out of the emergency room is possible through innovative and collaborative partnerships."

DSRIP: Stories of Meaningful Change in Patient Health highlights only a handful of the many examples of healthcare transformation throughout New York. From culturally competent care coordination, to healthy food, to convenient locations for health care screenings and patient education, the compendium of stories personifies DSRIP and PPS across the state.
