Background: Since 1980, the WCDH Children with Special Needs (CSN) Program has been providing school bus transportation services as mandated by State Department of Education regulations for Preschool Children with Special Needs. Over the years, increases to the number of approved programs and children served has created greater challenges for the WCDH to provide safe and efficient transportation services to approved programs in Westchester and surrounding counties.

Anthony Magee, has been managing the Request for Bid (RFB) process for Specialized Transportation since 2000. During that time he has worked to contain costs while maintaining safe and efficient service for the CSN population and their families in Westchester County. Through his knowledge of departmental needs, experience working with transportation vendors and the County bid process, Anthony demonstrated leadership and vision by changing prevailing contract bid methodology to remove “maximum allowable” prices. This resulted in increased vendor competition and an overall decrease of 8.9% in rates without compromise to quality of service for children with special needs and their families.
