Lori Sibley, Community Health Nurse, Tompkins County Health Department

Lori Sibley was hired as a PCAP (Prenatal Care Assistance Program) nurse in 1997. As the PCAP model of practice was altered to a Medicaid Obstetrical and Maternal Services (MOMS) model in 2000, Lori transitioned to the primary MOMS intake nurse role responsible for completing Medicaid eligibility applications for pregnant income-eligible teenagers and women to access prenatal medical care. Over the years she has attained exceptional expertise navigating the complex Medicaid/Medicaid managed care application process, negotiating with prenatal providers to accept challenging MOMS clients, working with prenatal provider billing staff to rectify MOMS client billing issues and advocating for MOMS clients across the health care continuum. In 2001 Lori completed training to become a certified lactation counselor, a skill set she regularly utilizes with MOMS patients for successful breastfeeding outcomes. Every day Lori demonstrates effective communication skills, compassion, and willingness to go the "extra mile" for her patients and colleagues.
