GME Regional Covered Lives Assessment Rates

Dear Chief Executive Officer:

In accordance with Section 2807-s (6)(a)(x) of the Public Health Law (PHL), as amended by Section 8 of Part A of Chapter 58 of the Laws of 2007, the Department of Health has recalculated the Professional Education Pool (PEP) regional covered lives assessments for the period April 1, 2007 through December 31, 2007. These revised covered lives assessment rates will be incorporated in the electronic Public Goods Pool reporting application for the periods April 2007 through December 2007 and will be populated prior to the due date of the April report. Those payors who submit their reports through the file transfer process will need to update their systems effective with the April report to reflect the revised per diems.

Please be reminded that Section 2807-s (2)(c)(iii) of the PHL stipulates that the alternative inpatient PEP surcharges for periods after January 1, 2006, applicable to affected non-electing third-party payors, be established at the same regional percentage allowances calculated for the period January 1, 2005 through December 31, 2005, increased by 1.13%.

The enclosed schedule provides the regional covered lives assessments and alternative inpatient surcharges effective April 1, 2007. These amounts will be reflected in the 2007 service year portion of the Payor Report of Covered Lives Assessment and the Hospital Report of Patient Services Revenues for Inpatient Services.
