Uninsured Care Programs

The Uninsured Care Programs provide access to free health care (Drugs, Outpatient Primary Care, Home Care, Insurance Premium Payments, and Pre-Exposure Prophylaxis to prevent HIV infection) for New York State residents who are uninsured or underinsured. The Uninsured Care Programs are committed to working closely with providers and individuals to support access to the wide range of options for payment for health care services and medications for persons living with or at risk of acquiring HIV/AIDS.

Uninsured Care Programs Portal

The Uninsured Care Programs have created an on-line portal to allow the secure submission of program applications and recertification documents.

New applicants can securely complete and submit the application and supporting documentation (medical form, income and residency verification, etc.).

Existing participants can submit their recertification documents.

Instructions for ADAP coverage of Cabenuva

The UCP will allow providers enrolled in the ADAP or ADAP Plus Program to draw on their own inventory of Cabenuva. Providers eligible to purchase medications under Public Health Service (PHS) Section 340B may not use 340B stock for New York State ADAP participants.

The prescribing practitioner must contact an enrolled pharmacy and arrange for Cabenuva to be shipped directly to their office. The pharmacy will bill the ADAP participant's insurance and/or ADAP. If Cabenuva is filled at an enrolled pharmacy, the participant will not have any out-of-pocket costs for the medication. If you are trying to submit a claim for Cabenuva under a participant’s medical benefit, please contact the program at 1-800-732-9503, #2 and ask to speak to a supervisor.

ADAP coverage of the office visit and administration fee

To make sure that active ADAP Plus participants do not have out-of-pocket costs for the office visit or administration, the provider must be enrolled in the ADAP Plus network. The provider will then bill ADAP Plus for the office visit and administrative fee. If the provider is not an ADAP Plus provider, the participant will be responsible for both the cost of the office fee and the cost of the drug administration.
