August 5, 2020

Dear Administrator:

This letter is to provide you with information regarding your Hospice Non-Residence Medicaid reimbursement rates effective January 1, 2018. The formula on which these rates are based was promulgated in accordance with Article 40 of the Public Health Law (PHL) and Title 10, Part 86-6 of the Commissioners Administrative Rules and Regulations. These rates are available on the NYS DOH public website.

For agencies that have on file with the Department the Hospice Providers´ Certifications for Recruitment, Training and Retention, the published rates include a 3% add-on payment authorized by Section 3614.9 of the PHL. Additionally, minimum wage increases have been incorporated into these rates based on survey data that was submitted and attested by Hospice programs. This adjustment is a result of a correction to the original January 1, 2018 Minimum Wage adjustment.

The payments for the January 1, 2018 rates will be made in cycle number 2243, check release date September 2, 2020. If you have any questions regarding the above information, please send an email to Hospice-Rates@health.ny.gov and Russ Smith will respond to your inquiry.

Sincerely,

Laura Rosenthal, Director
