To reorganize and streamline CFTSS guidance documents, New York State (NYS) is reissuing a revised version of the CFTSS Provider Manual to reflect a consolidation of program and Evidence Based Practice (EBP) guidance. For ease of review, we have outlined the major edits below.

Edits Made to the CFTSS Manual:

Introduction and Billing Sections Addition of Child Health Plus
  • As of January 1, 2023, CFTSS became a covered benefit under Child Health Plus (CHP).
Section III: Service Modalities Section VII: Billing & Coding: CFTSS Billing Addition of telehealth allowances when conducted in accordance with state-issued guidance and any required designation/licensure, as applicable.
Section III: Psychosocial Rehabilitation (PSR): Restrictions/Exclusions Language added to clarify rehabilitative intervention and any need for habilitative supports must be sought via additional or alternative programming.
Section V: Utilization Management Guidelines All references to programming/services other than CFTSS removed.
Section VII: Billing & Coding: Claims Information Appendix: CFTSS Rate Code Descriptions Language added to address claiming based on the county in which services are provided.
Section VII: Billing & Coding: Service Combinations Section reformatted and language added to provide additional information on limited allowances for CFTSS and program co-enrollment.
Section VII: Billing & Coding: CFTSS Billing New subsection added under OLP and CPST regarding EBP billing.
Appendix Reordered to account for EBP Guidance
Appendix A: CFTSS Rate Code Descriptions Rate codes added for OLP and CPST EBPs
Appendix C: EBP Guidance Billing section updated and new section ('Appropriateness') added to inform EBP appropriateness and contraindications.
