Home & Community-Based Services (HCBS) Final Rule

In 2014, the Centers for Medicare and Medicaid Services (CMS) published the HCBS Final Rule related to Medicaid-funded Home and Community-Based Services (HBCS). This rule implements a number of changes to home and community-based waivers, and imposes new requirements on what is considered an appropriate home and community-based setting for all the authorities in its scope.

To come into compliance with the Final Rule federal regulation, the link below contains the recently approved HCBS Final Rule Statewide Transition Plan (STP) and the corresponding STP CMS approval letter. Below that you will find the initial approval of the HCBS STP from November of 2018 and it's corresponding approval letter provided by CMS. Additionally, resources below have been provided giving an overview of the Statewide Transition Plan, amendments made to the Plan, our public comment process, the final rule, and person-centered planning tools and education.
