Meaningful Use Public Health Reporting Stage 2 (2014)

During the EP´s or EH´s EHR Reporting Period, the EP or EH must have:

  • Registered their intent to submit data to the Public Health Agency (PHA) within 60 days of the start of their EHR Reporting Period AND be in one of the following situations:
    • Awaiting invitation to begin testing from the PHA
    • Engaged in testing and validation with the PHA
    • Achieved ongoing submission with the PHA
  • Achieved ongoing submission in the EHR Reporting Period of a prior year and continued to be in ongoing submission with the PHA for the current EHR Reporting period

Note: The Stage 2 Final Rule also required EPs and EHs to be responsive to requests from PHAs. EPs and EHs were allowed two chances to respond to written requests from the PHA, within 30 days.

Eligible Professionals (EPs)

EPs must attest to 1 Public Health Core Objective and EPs may choose to attest to 3 Public Health Menu Objectives:

Reporting Timeframes

  • Eligible Hospitals: Federal Fiscal Year – 10/1/13 – 9/30/14
  • Eligible Professionals: 2014 Calendar Year

The CMS 2014 Flexibility Rule set the required CEHRT for Eligible Professionals (EPs) and Eligible Hospitals (EHs) to utilize 2011 and/or 2014 Edition CEHRT, if an Eligible Provider could not fully implement 2014 Edition CEHRT due to delays in availability and uses. The requirements are as follows:

  • Only 2011 Edition CEHRT: The EP or EH must satisfy the objectives and associated measures of the Stage 1 criteria that were applicable for 2013.
  • Combination of 2011 and 2014 Edition CEHRT: The EP or EH may choose to satisfy one of the following sets of objectives and associated measures:
    • The Stage 1 criteria that were applicable for 2013.
    • The Stage 1 criteria that were applicable for 2014.
    • If the EP or EH were scheduled to begin Stage 2 in 2014, the Stage 2 criteria that were applicable for 2014.
  • Only 2014 Edition CEHRT: The EP or EH must satisfy the objectives and associated measures of the Stage that is applicable for 2014.
